<br />J <br /> <br />Because more than a <br />third of all the salmon <br />habitat in/theregion <br />has been blocked by <br />dams and more11as <br />been degraded by <br />numerous human acti- <br />vities, we emphasize <br />,habitat repairs that will <br />increase the productiv-. <br />ity of salmon in the. <br />wild. . <br /> <br />Because fish <br />hatcheries can <br />play an impor- <br />tant supporting role in <br />rebuilding salmon runs, we incorporate <br />, activities to improve hatchery practices. <br />Even the best available scientific knowl- <br />edge can.be incomplete wh'erethes'e fish are <br />concerned, so our strategy also is flexible. It <br />, incorporates rigorous monitoring proce- <br />'dures to track and evaluate the progress of <br />every measure. And it is designed to be re- <br />. ~haped as new data points up new direc- ' <br />tions to take. ' <br /> <br />Before adopting this <br />strategy, we sought the <br />advice of fishery experts <br />throughout the region. <br />We relied o~ the cpunsel <br />of fish and wildlife <br />agencies, water resource' <br />q.nd land use managers, <br />Indian tribes, utilities, <br />dam operators, environ- <br />mental groups, business <br />organizations, commer- <br />cial and sport fishers,' <br />farmers andother,citi- <br />zens. <br />Now weare asking <br />these same groups and individuals to work <br />with. us to carry out these actions. With re- <br />gional cooperation, our:salmonstrategy will <br />,lead to a steadyr~building. We don't want <br />1/ museum fish" -run sizes so ~mall they' <br />only remind us of past abundance. We want <br />sustainable and expanding populations of <br />salmon.
