1

On November 28, 1995, the contractor began excavation for the forebay structure using a Drott
40 trackhoe and a 175B Clark front end loader. The coffer dam developed cracks and the
contractor encountered unsuitable foundation material. The contractor decided to push in drill
pipe with the excavator and span between the pipe with expandable metal. This approach was
never used, because the contractor could only push the pipe down to a 2 or 3-foot depth. The
contractor decided to get a subcontractor to drive the drill pipe to the depth needed.
Reference Photo No. CN-1745-417-6NA
December 1, 1995, the contractor's subcontractor began driving 4-inch inside diameter drill
pipe, 8 to 15 feet in length, spaced at 6-foot outside centers, at upstream coffer dam.
