Currently, the Bureau of Reclamation (Reclamation) is funded to conduct an <br />appraisal level study of alternatives for providing supplemental instream flows <br />for the 15-mile reach. The alternatives that are being evaluated include: <br />a. Allocation and release of water from existing and potential <br />new storage projects; <br />b. The use of existing agricultural water rights for providing <br />supplemental flows; <br />C. Changing the point of diversion of existing water users as a <br />means of maintaining higher flows in the 15-mile reach; <br />d. Developing ground water to provide supplemental flows; and <br />e. Providing supplemental flows by increasing the efficiency of <br />existing irrigation delivery systems. <br />Reclamation's final report is scheduled for completion on December 31, 1989. <br />Reclamation's study will not address protection of the existing flow regime in <br />the 15-mile reach by appropriating an instream flow water right pursuant to the <br />State of Colorado's instream flow program. The evaluation of this option is <br />probably best accomplished by the Colorado Water Conservation Board (Board). <br />Attached is a draft letter for your review that requests the Board to evaluate <br />the amount of water available in the 15-mile reach. Please provide comments on <br />the letter to your Management Group representative prior to the June 14, 1989, <br />Management Group meeting, if possible.
