Currently, the Bureau of Reclamation (Reclamation) is funded to conduct an
appraisal level study of alternatives for providing supplemental instream flows
for the 15-mile reach. The alternatives that are being evaluated include:
a. Allocation and release of water from existing and potential
new storage projects;
b. The use of existing agricultural water rights for providing
supplemental flows;
C. Changing the point of diversion of existing water users as a
means of maintaining higher flows in the 15-mile reach;
d. Developing ground water to provide supplemental flows; and
e. Providing supplemental flows by increasing the efficiency of
existing irrigation delivery systems.
Reclamation's final report is scheduled for completion on December 31, 1989.
Reclamation's study will not address protection of the existing flow regime in
the 15-mile reach by appropriating an instream flow water right pursuant to the
State of Colorado's instream flow program. The evaluation of this option is
probably best accomplished by the Colorado Water Conservation Board (Board).
Attached is a draft letter for your review that requests the Board to evaluate
the amount of water available in the 15-mile reach. Please provide comments on
the letter to your Management Group representative prior to the June 14, 1989,
Management Group meeting, if possible. We will sign the letter if an
acceptable version is agreed to by the Management Group.
Technical questions concerning the 15-mile reach report should be directed to
Lynn Kaeding at (303) 245-9319 or FTS 322-0364. If you have other questions or
concerns, please contact John Hamill.
Attachments (2)
cc: Management Group and
Interested Parties
w/attachments (2)
/15?,l 'k 0
GALEN L BUTER UGH
