The report, which was prepared in accordance with Section 4.1.2 of <br />the Recovery Program, underwent extensive review by the Technical Group of the <br />Implementation Committee before being finalized. The purpose of the report is <br />to provide quantified, biologically defensible flow recommendations for the <br />15-mile reach. The Implementation Committee has the responsibility for <br />implementing these recommendations. Section 4.1.3 of the Recovery Program <br />states: <br />"a. Once instream flow needs have been identified, the <br />Implementation Committee will request from staff of the <br />appropriate State agencies (e.g., the Colorado Water <br />Conservation Board) and other Implementation Committee <br />members recommendations on alternative means for providing <br />the desired instream flows . . . <br />b. The Implementation Committee will review the available <br />alternatives, prepare recommendations, and request the <br />Secretary to implement the Implementation Committee's <br />recommendations" (p 4-3).
