In the area of methodology development the IFG has synthesized a technique for <br />assessing the impact of incremental changes in flow on fish habitat and <br />recreation potential. This methodology is responsive to one of the original <br />reasons for establishing the Group. That is, in water allocation decisions <br />there is a need to know the effect of various flow levels on fish habitat. <br />The method is especially useful in Section 404 and Section 10 permit <br />processes, and in state water allocation decisions where stream flow <br />protection is sought. In recent months attempts have been made to expand the <br />utility of the method to new water resource decisions. This expansion has <br />required greater sophistication which has given rise to efforts to develop a <br />more sophisticated methodology. <br />No method will be useful in the water resource decision arena, however, unless <br />it is used by practitioners who both understand the conceptual basis of the <br />method and the decision-making arena in which he/she is operating. In the <br />category of decision-making the IFG has brought to bear several techniques for <br />conflict resolution/negotiation. In addition, the Group has synthesized, <br />collected, and/or dissemenated basic background information on water law, and <br />institutional affair-S, =-?
