INTRODUCTION
The Interagency Standardized Monitoring Program (ISMP) was cooperatively
developed by the Fish and Wildlife Service, Bureau of Reclamation, Utah Division
of Wildlife Resources and Colorado Division of Wildlife. The ISMP is designed
to collect data describing the population status of two Colorado-River-Basin
fish species that are currently listed as endangered under the Endangered Species
Act -- Colorado squawfish Ptychocheilus lucius and humpback chub Gila cypha.
The monitoring program is an important component of the Recovery Implementation
Program which is designed to guide the recovery of these endangered fishes. The
specific goals of ISMP are: (1) to monitor changes in the population size of
the two endangered fishes, (2) determine the response of these populations to
different management or recovery measures, and (3) to collect data to examine
the relationship between various environmental variables and the relative
abundance of the rare fishes. The ISMP Handbook describes the sampling design
and the river reaches sampled by the program.
This document has two purposes: (1) to examine all data collected in the upper
Colorado River basin prior to the implementation of ISMP for comparability to
monitoring program data, and (2) to examine the statistical power of the ISMP
to determine if the program meets the needs for which it was developed.
1
