5 <br />-- Section 309, Clean Air Act (Public Law 91-604, December 31, 1970) <br />Authorized EPA to review EIS's and to report unsatisfactory <br />proposals to CEQ. <br />Selected NEPA -related Executive Orders <br />-- Protection and Enhancement of Environmental Quality (EO 11991, <br />May 24, 1977) Renamed OEC as the Council on Environmental Quality <br />and further defined its duties. <br />-- Environmental Effects Abroad of Major Federal Actions (EO 12114, <br />January 4, 1979) Defines when environmental documents must be <br />prepared for U.S. actions outside the United States. <br />Court decisions since the mid-1970's substantially defined the legislation, as <br />expressed in CEQ's NEPA regulations and guidance documents. <br />CEQ NEPA Regulations first issued in 1978, and revised July 1, 1986. <br />NEPA: Section 101(a1 (in part) <br />"The Congress...declares <br />- it is the continuing policy of the Federal Government ... <br />- to foster and promote the general welfare <br />- to create and maintain conditions under which man and nature can <br />exist in productive harmony <br />- to fulfill the social, economic, and other requirements of present and <br />future generations of Americans." <br />
