59 <br />550 F~- 3 <br />Exhibit 1 <br />Page 1 of 4 <br />U.S. DEPARTNiF.NT OF INT'ERiOR, FISH AND WII.DLTF'E SERVICE <br />RF~ORD OF DECISION <br />SOUT$ TONGUE POII~1T LAND EXCHANGE AND <br />M~-Rny~' II~IDUSTR.IAL PARS DEVEZ.OPN~NT PROJEC.'T <br />CLATSOP COUNTY, OREGON <br />This Record of Decision (ROD) has been developed by the U.S. Frsh and Wildlife Service <br />(Savice) is iacomplianc;e with the agency decision-malong requirements of the National <br />~vironmeatal Policy Act (NEPA) of 1969, as amended. The ptnpose of this ROD is to <br />document the ~ deasion of the Setti-ilx far the selection of ao alternative ,for ilapleraeating the <br />South Tongue Point Land F~cchange aid Marine Indus>zial Park Devcaopmeut Project <br />(Project). AlLeuaatives have been fully descn'bed and evaluated in the May 1994, Final <br />Environmental Impact Statement (EIS) for the Project. <br />This ROD is designed to : a) state the Servicx's decision, present the rationale for its <br />selection, aid portray its implementation; b) identify the alternatives considered in reaching <br />the decision; and c) state whether all means to avoid or ~+*~..~.~ alvironmeatai harm from <br />implementation of the selected alternative have beat adopted (40 CFR 1505.2). <br />Based upon the review of the alternatives and their environmental consequasces described in <br />the Final IIS for the Project, the decision of the Service is to implanmt Alternative A, :he <br />Preferred Altematve. The selected action entails the transfer of ]ands under Federal <br />administration for !aids under Oregon State administration. Former State lands will be <br />conveyed to the Servicx's Lewis and Clark National Wildlife Refuge (Refuge). The State of <br />Oregon will sponsor the development of a marine industrial park by on the former Federal <br />lands. <br />Timing of implementation of various components of the pmjoct will ocxur based on funding <br />and,the availab0ity of personnel and other resources. The Project's land eacchange <br />component is expected to enhance habitat and wildlife protection on the Refuge.
