In addition, <br />the Implementation Committee will include two nonvoting members. The first <br />will be appointed by the Secretary as an observer to provide a direct liaison <br />between the Implementation Committee and the Secretary. The second, a Program <br />Director (Service employee) will be appointed by the Regional Director of the <br />Fish and Wildlife Service upon consultation with the Implementation Committee. <br />The Program Director will serve as the staff person to the Implementation <br />Committee (see Table 3-1). <br />Recognizing the many competing demands upon the Implementation Committee <br />members' time, this Implementation Committee may establish a management group <br />or technical working groups as needed to provide guidance and assistance to <br />the Implementation Committee or its subgroups. Such groups may be responsible <br />for, among other things, coordination of all research pertaining to the rare <br />fish species of the Upper Colorado River Basin or carrying out management <br />activities of the Implementation Committee, as appropriate. <br />TABLE 3-1 PROGRAM RESPONSIBILITIES <br />Implementation Committee - Oversight forum for major participants. <br />Secretarial Observer - Liaison between the Secretary and the <br />Implementation Committee. <br />Program Director - Staff assistance to the Service and <br />Implementation Committee. <br />Management/Technical Groups - Assistance to the Implementation <br />Committee. <br />3-3
