1 <br />Under this program, it is assumed that all implementing parties will carry out <br />the Implementation Committee's recommendations if, in the parties' independent <br />judgment, the recommendations are justified. If any party finds the <br />recommendations are not justified, they will report their position to the <br />Implementation Committee in writing. However, the authority of this <br />Implementation Committee cannot, and does not in any way, diminish, detract <br />from, or add to the authority and responsibilities of the States or Federal <br />government. In addition, each party will need to assess whether its <br />expectations are being met. If any party determines not to participate, they <br />will be requested to report their reasons for withdrawal to the Implementation <br />Committee in writing. The Implementation Committee will be given sufficient <br />time to resolve any problems. <br />It is recommended the Implementation Committee consist of the following <br />representatives of the major participants in the drafting or implementation of <br />this program. The following represent major participants in both areas and ' <br />will represent the cosigners of the Cooperative Agreement: <br />a. The Regional Director for Region 6, U.S. Fish and Wildlife Service; <br />b. The Regional Director of the Upper Colorado Region, U.S. Bureau of <br />Reclamation; and <br />c. Representatives (one each) appointed by the Governors of Colorado, <br />Utah, and Wyoming. <br />Th <br />h th <br />h <br />oug <br />ey <br />ave not participated in the drafting of this document, Western <br />Area Power Administration is recommended as a member of this Implementation <br />Committee because of its relationship to Reclamation and program revenues. <br />The following will represent the Department of Energy on the Implementation <br />Committee, if they choose to be a cosigner of the Cooperative Agreement: <br />d. The Area Manager of Western Area Power Administration. <br />It is also recommended that the following nongovernment parties, who are major <br />participants in the drafting and implementation of this program, serve on the <br />Implementation Committee. These parties are not cosigners of the Cooperative <br />Agreement but will have entered into a Supporting Resolution. <br />e. One representative of water development interests (who have executed <br />an agreement in support of the program) to be selected by the Service <br />from a list of nominees submitted by water development interests in <br />Colorado, Utah, and Wyoming; and <br />f. One representative of conservation organizations (who have executed an <br />agreement in support of this program) to be selected by the Service <br />from a list of nominees submitted by conservation organizations with <br />offices in Colorado, Utah, or Wyoming. <br />In addition, other agencies may participate if they execute an agreement in <br />support of this program. Other agencies (National Park Service, Bureau of <br />Land Management, National Forest Service, etc.) will participate or observe as <br />appropriate. <br />3, ?
