might react to program or regulation changes (Anderson et al. <br />1990) . <br />The WGFD has utilized the results of past angler surveys to <br />monitor changing angler attitudes (Phillips and Ferguson 1975; <br />Phillips and Buchanan 1980; Anderson et al. 1990). Past survey <br />objectives have been to detect changes in angler preferences and <br />to estimate the relative proportions of various angling groups <br />(i.e., anglers with preferences for trophy fish, fly fishing, <br />wild fish, etc.). Support of or resistance to proposed changes <br />in management of fisheries by anglers is determined by the <br />importance placed on attributes of various fishing sites and <br />methods. <br />Trends in license sales <br />Variation in fishing license sales has occurred over the <br />past 30 years (Tables E-1 and E-2). Resident license sales <br />steadily increased from 1966 to 1982, and showed a decreasing <br />trend until 1994 when a substantial increase occurred. <br />Nonresident license sales have exhibited an increasing trend <br />since 1966, but sales of annual and tourist 5-day licenses have <br />declined. The increase in total nonresident license sales has <br />been due to sales of 1-day and 10-day youth licenses. <br />iii
