The Program should adopt a policy to place all endangered fish stocks <br /> in jeopardy of extinction or valuable experimental fish in two <br /> refuges (primary and backup) as a safety precaution against <br /> catastrophic risks. Because of the importance of genetics information in defining the <br /> presumptive stocks, the timeframes of 1994 and 1997 for contractors <br /> to complete genetics and systematics studies should be shortened if <br /> possible.
