PREFACE <br />A work group, consisting of members of the Propagation Subcommittee and <br />Biology Committee met in Grand Junction, Colorado on September 1, 1992 to <br />discuss propagation needs for endangered fishes in the Upper Colorado River <br />Basin. However, the draft document (Williamson 1992a) from this meeting was <br />not finalized. Therefore, the Chairman of the Management Committee requested <br />that the Chairman of the Biology Committee proceed with development of a final <br />coordinated hatchery facility plan for recovery of the endangered fishes in <br />the Upper Colorado River Basin (Evans 1992). <br />Arrangements were made to have the work group discuss endangered fish and <br />propagation facilities required for the recovery effort of endangered fishes <br />in the Upper Colorado River Basin. This meeting was held during February 9-10, <br />1993 in Grand Junction, Colorado. Work group participants included Mike <br />Baker, U.S. Fish and Wildlife Service; Larry Crist, Bureau of Reclamation; <br />Brandt Gutermuth, Utah Division of Wildlife Resources; Larry Harris, Colorado <br />Division of Wildlife; Leo Lentsch, Utah Division of Wildlife Resources; Chuck <br />McAda, U.S. Fish and Wildlife Service; Tim Modde, U.S. Fish and Wildlife <br />Service; Tom Nesler, Colorado Division of Wildlife; Frank Pfeiffer, U.S. Fish <br />and Wildlife Service; Steve Severson, U.S. Fish and Wildlife Service; Don <br />Toney, U.S. Fish and Wildlife Service; Joe Valentine, Utah Division of <br />Wildlife Resources; Holt Williamson, U.S. Fish and Wildlife Service; and Dick <br />Wydoski, U.S. Fish and Wildlife Service - Retired. <br />This document summarizes recommendations made by the work group on February 9- <br />10, 1993, discussions by the Biology Committee participants at four meetings <br />(March 9-10, 1993, July 20, 1993, August 18, 1993, and September 16, 1993), <br />comments received from Biology Committee and Propagation Subcommittee members <br />y, on three draft manuscripts, information in various reports and publications, <br />and telephone conversations with persons who are knowledgeable about the <br />biology and propagation requirements of the endangered Colorado River fishes. <br />Although the Biology Committee agreed in general concept with the April 15, <br />1993 document, consensus could not be reached on the final document. The <br />content of this plan and specific recommendations are my perceptions of <br />majority agreement by Biology Committee members on captive-reared endangered <br />fish and facility needs for the Recovery Implementation Program in the Upper <br />Colorado River Basin. In a recent paper published in Science "Uncertainty, <br />Resource Exploitation and Conservation: Lessons from History", Ludwig et al. <br />(1993) stressed that action must be taken on the best available information <br />before events occur that are irreversible. This document provides reference <br />information and specific recommendations that will aid in applying adaptive <br />management procedures regarding the propagation of endangered Colorado River <br />fishes. <br />Richard S.
