I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

PREFACE.

This project to develop Habitat Sui tabili ty Index curves for the
endangered fishes of the Upper Colorado River Basin was conducted by BIOjWEST,
Inc. through a contract from the U.S. Fish and wildlife Service. BIOjWEST was
contracted to perform this task to insure interactive development of these
curves by private, State, and Federal representatives. The curves were
developed through data analysis and a consensus of species experts in two
workshops conducted by BIOjWEST. This approach was used because HSI curves
developed by FWS in 1984 were criticized for lack of interaction with species
experts, inadequate documentation, and because only data collected by FWS from
1979-1984 were used. The curves in this document represent data collected by
Federal and State agencies and private groups for the period 1964-1986.

Al though the curves in this document are based on most of the available
data and information for the species in the Upper Colorado River Basin, they
a re considered interim curves, since ongoing research programs continue to
collect data to refine them.

This report is the culmination of a 6-month effort to assimilate the
data and, through expert consensus, determine useable data sets or partitions
and develop appropriate curves. A total of 44 project participant~ were sent
documentation materials, a draft report, a draft final report, and a final
report. All documentation materials were provided in a notebook that was
updated through periodic mailings at the end of each of six tasks. The
documentation in this report summarizes the objectives, methods, and results of
each task. The reader is referred to the project notebook for more detailed
information on the project.

Questions or comments regarding this document should be addressed to the
Contracting Officer's Technical Representative:

Mr. Patrick Nelson
National Ecology Center
U.S. Fish and Wildlife Service
2627 Redwing Road
Fort Collins, CO 80526-2899

Questions or comments regarding this document may also be addressed to
the Contractor's Co-Project Leaders:

Dr. Richard Valdez or Dr. Paul Holden
BIOjWEST, Inc.
1063 W. 1400 N.
Logan, UT 84321

iv
