<br />1.0 Introduction <br /> <br />1-2 <br /> <br />April 2004 <br /> <br />Floodplain management plans were developed concurrently for the Green River Subbasin <br />and the Upper Colorado River Subbasin to provide restoration and management strategies for <br />existing floodplain sites within each subbasin that have been acquired and/or are managed by the <br />Recovery Program for the benefit of endangered fishes. These plans are necessary for the <br />Recovery Program to establish goals, identify management actions, and to gage progress on <br />habitat restoration and protection. Implementation of these management plans will be the means <br />by which the Recovery Program achieves floodplain-related recovery criteria and management <br />actions identified in the Razorback Sucker Recovery Goals (U.S. Fish and Wildlife Service <br />2002a) and Bonytail Recovery Goals (U.S. Fish and Wildlife Service 2002b). <br /> <br />1.3 Relationship To Recovery <br /> <br />Final recovery goals for the razorback sucker and bonytail were approved and signed on <br />August 1,2002 (U.S. Fish and Wildlife Service 2002a, 2002b), and issued as a Notice of <br />Availability on August 28,2002 (67 FR 55270-55271). These recovery goals are consistent with <br />requirements ofthe Endangered Species Act of 1973, as amended (ESA; 16 U.S.C. 1531 et. <br />seq.), and contain site-specific management actions; objective, measurable criteria; and estimates <br />of time and costs for conservation of the species. The following site-specific management <br />actions and tasks were identified in the Razorback Sucker Recovery Goals with respect to <br />floodplain habitats: <br /> <br />"Management Action A -5. -Provide floodplain habitats for aU life stages of razorback <br />sucker, particularly to serve as nursery areas for larvae and juveniles. <br />TaskA-5.l.-Identifj; appropriate bottomland sites and assess opportunities for <br />land acquisition or easements. <br />Task A-5.2.-Acquire or procure easements (as determined under Task A-5.l) for <br />bottomland sites where determined necessary and feasible. " <br /> <br />Objective, measurable criteria were also identified in the recovery goals for the five <br />listing factors under Section 4(a)(1) of the ESA, and were stated as the following recovery factor <br />criteria for downlisting and delisting with respect to floodplain habitats for razorback sucker: <br /> <br />"Factor A.-Adequate habitat and range for recovered populations provided. " <br />For Downlisting: "7. Appropriate bottomland sites identified and opportunities for land <br />acquisition or easements assessed (TaskA-5.l)." <br />For Delisting: "7.
