?. <br />? <br />PLATTE RIVER RECOVERY IMPLEMENTATION PROGRAM <br />Description of the Program for Insurance Procurement RFP <br />1.0 INTRODUCTION <br />The Platte River Recovery Implementation Program (Program) was initiated on January 1, 2007 <br />between Nebraska, Wyoming, and Colorado and the Department of the Interior (DOI) (the <br />parties) to address endangered species issues in the central and lower Platte River basin. The <br />species, referred to as "target species", are the whooping crane, piping plover, interior least tern, <br />and pallid sturgeon. <br />A Governance Committee has been established that reviews, directs, and oversees activities <br />undertaken during the Program. The Governance Committee is comprised of one representative <br />from each of the three states, three water user representatives, two representatives from <br />environmental groups, and two members representing federal agencies. The Governance <br />Committee has named Dr. Jerry Kenny to serve as the Program Executive Director. Dr. Kenny <br />will be the primary contact for prospective contractors responding to this RFP. <br />2.0 NEEDS <br />The overall objective of this RFP is to secure insurance for the representatives of the Governance <br />Committee and subcommittees (including alternates) for certain actions that will be undertaken <br />through Program implementation. Coverage will be for a number of actions that the Program <br />will undertake, but it should be understood, at a minimum, that the Program will be intentionally <br />releasing Program water from Lake McConaughy and water from other canals and reservoirs <br />operated by CNPPID and NPPD to the Platte River to provide a"pulse flow." In addition, the <br />Program will be buying land, restoring lands, conducting research and monitoring, and <br />undertaking actions to provide additional water for the Program. While many of these activities <br />will require the contractors in those specific instances to have insurance, this RFP is sought to <br />provide coverage where coverage is not adequate or specifically provided (e.g. citizen <br />representatives to the Governance Committee). <br />3.0 AVAILABLE INFORMATION <br />The Program documents, minutes of ineetings, and other relevant information are available at the <br />following website: http://www.platteriver.org/ Specific sections of the program documents that <br />should be reviewed include: 1) the Program Water Management Process (Attachment 5, Section <br />2); 2) the description of the program structure including committee descriptions - Organizational <br />Structure (Attachment 6); 3) the draft EA Bypass Agreement between the Central Nebraska <br />Public Power and Irrigation District, Nebraska Public Power District, and the Nebraska <br />Community Foundation; and, 4) the U.S. Fish and Wildlife Service Pulse Flow Planning <br />Document, dated January 22, 2007. In addition, prospective contractors may contact Dr. Jerry <br />Kenny with any questions they may have.
