The Governance Committee of the Platte River Recovery Implementation Program (Program)
submits this Request for Proposals (RFP) to solicit proposals from contractors to develop and
implement a Pilot Study to measure certain water elevation and flow parameters of a"pulse
flow" released from the Environmental Account (EA) of water in Lake McConaughy on the
Platte River (Nebraska) by the U.S. Fish and Wildlife Service's (Service) Environmental
Account Manager. Parameters to be measured include water surface elevation at selected sites,
and discharge measurements ' compi e om existing gages. The results of this study wi
serve as a tool for the Governance Committee to assist in developing a better understanding of
the hydraulic and operational aspects of pulse flows related to Program activities t t e? 2
mechanics of pulse flow d?ater conveyance monitoring and research.

In responding to this RFP, the Governance Committee requests the following information:
l. Scope of work for completing this project. Prospective contractor should address the tasks
outlined herein.
2. Detailed schedule for completing each task in the preliminary scope. The following are the
critical dates related to this project and the Governance Committee's preferred schedule:
February-April, 2008 Time window for pulse flow release
February 1, 2008 Final agreement with contractor
March 1, 2008 Contractor monitoring activities in place
May 31, 2008 Final monitoring complete (to capture natural events)
August 31, 2008 Draft Report submitted for comment
October 31, 2008 Final Report
