It is understood that the right is <br />reserved by the Governance Committee to accept any proposal that, in its judgment, is the lowest <br />bid and best proposal. <br />Proposal Costs: Proposal costs incurred in response to this RFP will be the responsibility of the <br />bidder. Questions and <br />responses will be provided by e-mail to all bidders. <br />SCOPE OF WORK <br />Introduction <br />The Platte River Recovery Implementation Program (Program) was initiated on January 1, 2007 <br />between Nebraska, Wyoming, and Colorado and the Department of the Interior (DOI) (the <br />parties) to address endangered species issues in the Platte River Basin. The species, referred to as <br />"target species," are the whooping crane, piping plover, interior least tern, and pallid sturgeon. <br />A Governance Committee has been established that reviews, directs, and provides oversight far <br />activities undertaken during the PRRIP. The Governance Committee is comprised of one <br />representative from each of the three states, three water user representatives, two representatives <br />from environmental groups, and two members representing federal agencies. The Governance <br />Committee has named Dr. Jerry Kenny to serve as the Program Executive Director. Chad Smith, <br />representing the Program Executive Director's Office, will be the primary point of contact for <br />prospective contractors responding to this RFP. <br />General Description for Study <br />The selected contractor will design and implement a study of foraging activity of least terns and <br />Piping Plovers along the central Platte River valleY; the contract duration will be as funds allow. <br />?--- \ <br />Recent central Platte surveys by the Program indicate that nearly all least terns and piping ? <br />plovers nest at privately-owned sandpits. While past information on where least terns and piping <br />plovers nested is no guarantee of where they will nest in the future, the selected contractor will <br />be required to review this past data, available from the Executive Director's Office, and contact <br />the sandpit owners about access before finalizing methods that will include number of areas. <br />- _ _--e-? <br />studied and number of birds marked.
