.

.

.

Application Part II.
For each of the evaluation elements and criteria briefly, but with specific detail, describe how the
proposed project meets the following topics:

Mandatorv Proiect Elements
Consistency with State approved TRO control plan

This project is in compliance with the state approved Platte Invasives Endeavor Plan (PIE
Plan) which requires tamarisk and Russian olive to be eradicated along the Cache La Poudre
River using cut-stump treatments.

Control of TRO in priority infested areas through "integrated pest management" (I PM).

Due to the limited acres of infestation for both the tamarisk and Russian olive species, the
best treatment plan is cut-stumps followed by a chemical treatment. This process will disturb
the least amount of ground and provide the greatest control benefits. Bio-control and grazing
is not appropriate for this watershed.

Native revegetation/restoration, either natural processes or through direct intervention (Le.
reseeding or replanting).

Native revegetation will occur through the natural process. Around most of the trees native
plants exist. We will remove the pressure from these plants by taking out the tamarisk and
Russian olive. This will allow the natives to fill in.

Monitoring of project effectiveness for a minimum of five years.

The Weld County Weed Division and West Greeley Conservation District will continue to work
with landowners and check on the properties treated for a minimum of five years after the
completion of the project to verify that the trees have been eradicated. The quality and
quantity of the native vegetation will be monitored during this time also. If the plants are not
filling in and stabilizjng the area, and restoration is needed, it will be conducted by the West
Greeley Conservation District staff through reseeding and tree plantings as appropriate.

Water monitoring will be conducted throughout the grant project starting in May of 2009 and
ending in May 2011. This will allow us to find a baseline and compare the other water samples
to it. We will be able to chart water quality components such as pH, sediment load, and
various salts along with stream flow. The stream flow rates will be compared based on
precipitation data that will be collected throughout the entire year during the project to aid in
understanding how the tamarisk and Russian olive trees impact water quantity when
precipitation and snow melt is taken into consideration.

Maintenance of restored areas for a minimum of five years.

Along with the water monitoring, decisions will be made if any restoration is needed though-
out the five year period. West Greeley Conservation District will provide the restoration work if
needed through tree plantings and reseeding.

Capacity of Applicant
History of working cooperatively in partnership with local land owners, other community
organizations and local, state and federal agencies.

The Weld County Weed Division has worked with the West Greeley Conservation District, City
3
