Colorado Water Conservation Board
Tamarlak and Russian Olive Control Cost Sharing Grant Proglram
Application Form

.

ADDllcatlon Part I. (Provide a one page descript/pn of the proposed project In sufficient detail to serve as the
Scope of Worle for a grant contract If your project Is selected for funding. Describe all essential project activities
and accomplishments, with particular focus on demonstrated benefits to be achieved. Refer to the attached
statement of the existing ecological condition.)

Proiect DescriDtion: Boulder County and the City of Longmont, City of Lafayette, City of Louisville, City
of Boulder (Project Partners) propose to remove approximately 8,700 Russian olive or tamarisk trees on
public and private lands in Boul der County, and public lands in the cities of Longmont, Lafayette,
Louisville and Boulder. All partners combined will be contributing cash and in-kind services
totaling 62% of the project costs. We are requesting 38% from the TRO Grant. Boulder County
and these cities are included in the St. Vrain hydrologic units code (HUC) in the South Platte
Watershed. The main target species is Russian olive because it is prevalent in this watershed. Since
the headwaters of the South Platte are located in Boulder County, it is imperative to remove these
invasive trees and their seed source to prevent spread downstream. This project will assist with the
restoration and maintenance of riparian communities in the South Platte Watershed through controlling
the non-native woody species of primarily Russian olive, and tamarisk where present. T his effort will
serve to protect water resources, protect riparian communities and the wildlife that depend on them. It
will also protect watershed and com munities from flooding and enhance agr icultural production.

In 2007, the South Platte Round Table developed with representatives from all of the Counties involved
in the South Platte Watershed to encourage collaboration to transcend political boundaries while
addressing invasive.species. A sub-committee from tHe round table is addressing phreatophytes on the
South Platte (Russian olive (E/aeagnus angustifo/ia) and salt cedar or tamarisk (Tamarix spp.)) This, in.
conjunction with the Weed Division Supervisors from the Countie~ of Denver, Adams, Boulder, Larimer,
Logan, Morgan, Sedgwick, Washington and Weld County joined efforts in controlling Russian olives and
tamarisks in 2008. These combined efforts involve state and federal agencies, local communities.
private landowners, and industry. This project is proposing to expand our impact in controlling Russian
olive and tamarisk.

Boulder County: Boulder County plans to provide $215,000 in matching cash funds and $48.600 of in-
kind match to expand this proj ect. With these funds, Boulder County will offer a portion of the grant
funding to private landowner as a matching fund incentive. The County and the private landowners will
each pay 50% of tree removal costs. In addition. Boulder County will continue to remove Russian
olives on its fee-owned open space properties along Boulder Creek and St. Vrain Creek and their
tributaries. We are estimating that we will be able to remove over 3.000 trees on private and public land
in Boulder County. Please refer to that attached map for the various existing ecological conditions along
Boulder Creek and St. Vrain Creek.

City of Longmont: The City of Longmont will be providing a match of $35,000 cash towards this
project and is requesting that $35,000 of the grant be allocated to Longmont. An estimated 1,400
Russian Olive trees will be removed from City of Longmont Open Space.
City of Loulalvlle: The City of Louisville we be contributing $2,000 in cash and $8,000 in-kind and
requesting a $10,000 grant allocation.
City of Lafayette: The City of Lafayette will be contributing $8.000 in cash and $2,000 in-k ind and
requesting a $10,000 grant allocation.
City of Boulder: The City of Boulder will be contributing $2,400 in cash and $1,900 in-kind and
requesting a $4,300 gr ant allocation.

Boulder County Collaborative
Tamarisk and Russian Olive Removal Project

2.
