Applications must be received no later than 6 PM on Monday April 27, 2009 via em ail to: <br />steve.miller@state.co.us. Interested parties are strongly encouraged to call the CWCB <br />to discuss potential applications. Make sure you have read and fully understand all elements of the Guidance and <br />Procedures document related to project scope and applicant eligibility. <br />3. Local governments, conservation and water conservancy districts, weed management <br />districts, established non-profit organizations, and Colorado's two Ute Tribes are eligible. <br />Private landowners, state and federal agencies are not eligible to receive grant funds, <br />however projects may be conducted on private, state, or federal lands with appropriate <br />permissions and under the sponsorship of an eligible entity. <br />4. Funds available: The Board will award up to a total of $900,000 in grant funding to those <br />applicants best meeting the TRO grant requirements. The maximum award to anyone <br />applicant is $200,000. A minimum of $100,000 is reserved for projects requesting <br />between $10,000 and $50,000. The Board reserves the right to negotiate with <br />successful applicants to modify the scope and/or budget of their projects to better meet <br />CWCB objectives and fund availability. <br />5. Applications must be submitted on the form provided by the CWCB both electronically <br />(Adobe Reader "pdf' format - make sure to give your file a unique name), and in <br />addition five hard copies by land mail. Applications must meet the following format <br />requirements: font size: minimum 11 pt.; margins: 1 inch; maximum number of pages: 5 <br />(excluding maps and required attachments). <br />6. Attachments to the application shall include: <br />. A project summary sheet on the form provided <br />. Detailed map of the project area showing at a suitable scale relevant watercourses, <br />major land owners, infested areas and areas to be treated. <br />. A concise statement of the existing ecological condition of the area to be treated <br />and expected outcomes from the project. Include specific references to the <br />watershed TRO control plan and other supporting materials. <br />. Detailed project budget, including matching fund sources, and provisions for <br />ongoing monitoring and maintenance on the sample form provided or an as detailed <br />equivalent. The budget will form the basis for a grant agreement with the CWCB and <br />the structure for future invoices. <br />. Project schedule demonstrating ability to complete all funded activities within 2 <br />years. At a minimum all control and revegetation work must be completed and <br />monitoring and maintenance programs in place prior to final payment. . <br />. Letters of commitment from any entity identified as providing matching funds, <br />allowing access to private property, or otherwise contributing to the essential <br />feasibility of the proposed project. <br />7. Applications will be evaluated as described in the Guidance and Procedures document <br />utilizing the evaluation factors displayed in the attached table entitled: "Tamarisk and <br />Russian Olive ("TRO") Control Cost Sharina Grant Evaluation Criteria" and provided for the <br />applicant's information. <br /> <br />1 <br />
