Remove all causes of present aad future controvcrsy between the states and its eitizens <br />with respect co the South Platte River (Praaznble) <br />2 Promote incetstate comiry (Preamble) <br />Satieat Provisioas: <br />1. "Upper Section" means that portion of the South Platte in Colocado ugstream oE the wat <br />boundary aE Waslungton County. (Art. n <br />2"L.ower Section" mtans that portion of the South Platte between the west boundary of <br />wasbingwn Counry aad the staceUne. (Are. 1) . <br />3. "F1ow, of the river' means the measured flow at Julaburg plus the inIIow below that <br />staaon and above the diversion works oF the Western Irrigation District in Nebcaska. <br />4.
