<br />- (3) INTEREST IN LAND OR WATER- The term `interest in land or water' <br />includes, but is not limited to, a fee title, short- or long-term easement, lease, or other <br />contractual arrangement protecting instream flows or land that is deemed necessary by <br />the Secretary to implement the land and water components of the Recovery <br />Implementation Program. <br />(4) PROJECTS AND ACTNITIES- The term `projects and activities' means the <br />planning, design, permitting or other compliance, pre-construction activities, <br />construction, construction management, operation, maintenance, and replacement of <br />facilities, as well as the acquisition of interests in land or water, research and monitoring, <br />program administration, and any other activities that are deemed necessary by the <br />Secretary to carry out the Recovery Implementation Program <br />(5) RECOVERY IMPLEMENTATION PROGRAM- The term `Recovery <br />Implementation Program' means the intergovernmental program established under the <br />Platte River Recover Implementation Program ???Agreement dated , as it may be <br />amended as described in said document. <br />(6) SECRETARY- The term `Secretary' means the Secretary of the Interior. <br />(7) STATES- The term "States" means the States of Nebraska, Wyoming, and <br />Colorado. <br />SEC. 4. AUTHORIZATION TO IMPLEMENT AND FUND THE <br />FIRST INCREMENT OF THE RECOVERY IMPLEMENTATION <br />PROGRAM. <br />(a) RECOVERY IMPLEMENTATION PROGRAM.-The Secretary, acting <br />through the Bureau of Reclamation, is authorized to participate in the Recovery <br />Implementation Program and to carry out those projects and activities designated for <br />2 <br />\
