throughout the Platte River basin, the Program activities will focus on the area along the Platte <br />River from Lexington to Chapman, Nebraska. <br />The first increment of the Program will be thirteen years. T'he cost for this increment is <br />$317,330,000, of which $130,190,000 are non-cash contributions of land and water to be <br />provided by the three states. During the first increment, the federal government and the three <br />states will provide these cash and other resources for land, water, scientific monitoring and <br />research, Executive Director services, and other activities needed to complete the Program as <br />envisioned by the "Platte River Recovery Implementation Program Agreement." Interested <br />parties may review that Agreement and its attachments (Program Document) by visiting the <br />Governance Committee's web site (www.platteriver.org) or by making arrangements to review <br />the materials by contacting West Inc. at (307) 634-1756. <br />The Executive Director will serve at the pleasure of the ten-member Governance Committee. <br />The Committee includes one representative each from the U.S. Fish and Wildlife Service, the <br />U.S. Bureau of Reclamation, the State of Colorado, the State of Nebraska, and the Sta.te of <br />Wyoming. Also on the Comnuttee are three water user representatives (one from each of the <br />three geographic areas within the Platte River Basin) and two environmental organization <br />representa.tives. The Chair of the Governance Committee will serve as the point contact for the <br />Executive Director. The Executive Director's contract will be approved and administered by the <br />Governance Committee. A financial management entity (FME) will assist the Governance <br />Committee with the financial aspects of the contract. <br />Interested parties should provide a letter of interest and Statement of Qualifications to Da1e <br />Strickland, West Inc., 2003 Central Avenue, Cheyenne, Wyoming 82001, no later than January <br />15, 2007. T'he Statement of Qualifications should include, as a minimum: <br />1. A comprehensive resume of the person seeking the position of Executive <br />Director. If the applicant is a firm, the candidate for Executive Director must be identified. <br />2. A specific discussion on the abilities of the appiicant to manage the Program. The <br />applicant is not expected to have a11 of the required expertise listed above, but if the applicant has <br />expertise that would assist in the management duties it should be provided. <br />3. A list of at least five (5) references from the applicant's most recent work <br />experiences. <br />The initial screening of the Statement of Qualifications by the Governance Committee will focus <br />on selecting applicants that will be invited to respond in writing to specific questions provided by <br />the Governance Committee and participate in interviews. Negotiations will be implemented with <br />the individual that ranks first in the interview process. If a contract accepta.ble to the Govemance <br />Committee and the selected applicant cannot be negotiated with the first ranked individual, the <br />negotiation process may be re-initiated with the individual that ranked second in the interview <br />process, and so on. The negotiations will not only address compensation but also the contractual <br />relationship between the parties in acquiring staff, office space, and other requirements to <br />unplement a functional office.
