Executive Director Services Reauired <br />December 1, 2006 <br />The Governance Committee of the Platte River Recovery Implementation Program (Program) is <br />seeking contract services from an individual to serve as the Executive Director of the Program. <br />The individual may be associated with a firm; however, this selection process will concentrate on <br />the abilities of the candidate for the contract position of Executive Director and not the overall <br />qualifications of the firm. This announcement assumes the Director will function as an <br />independent contractor, and will not be considered an employee or agent of the Governance <br />Committee or any of its members. Candidates can propose other potential relationships between <br />the Governance Committee and the Executive Director and the relationship will be handled as a <br />part of the contract negotiation. As a contractor the Director will be responsible for paying <br />associated taaLes and any benefits desired. The annual funding available for the contract position <br />is negotiable and is anticipated to fall wi#hin the range of $150,000 to $200,000, depending on <br />experience. The initial contract is expected to have a term of 3-5 years with extensions available <br />as agreed to by all parties. The Program will be responsible for all additional costs relating to <br />performance of the duties of Director including but not limited to contract staffing, office space <br />and equipment, job related travel and expenses, and other miscellaneous costs. <br />The selected individual will be expected to manage staff and other contracts as described in the <br />attached Organizational Structure for the Platte River Recovery Implementation Program and <br />generally described as follows: <br />1. Program, contract, and construction administration; <br />2. Land acquisition; <br />3. Habitat development and management; <br />4. Water supply acquisition, development, and management; <br />5. Scientific evaluation relating to a Program Adaptive Management Plan; and <br />6. Communication and coordination with committees and the public. <br />The respondent for the position of Executive Director should ha.ve at least a bachelor's degree <br />and 10 years of experience related to the duties of the Director. While a background in an <br />expertise related to the activities of the Program may be helpful (e.g., biology, hydrology, <br />engineering), it is anticipated tha.t most of the technical expertise will be obtained through <br />additional contract staff or other contractors. Experience in personnel and project management is <br />essential. The selected Executive Director will operate from an office in central Nebraska and <br />will be expected to be at the office on a daily basis unless traveling for Program business, not <br />withstanding personal reasons. <br />The Program is a basin-wide effort undertaken by the Department of the Interior (DOn and the <br />States of Colorado, Nebraska, and Wyoming to provide benefits for the endangered interior least <br />tern, whooping crane, and pallid sturgeon, and #he threatened piping plover (target species). The <br />purpose of the Program is to implement and test habitat creation/restoration activities for the <br />benefit of the target species, including certain aspects of the U.S. Fish and Wildlife Service's <br />recovery plans for the target species. The Program will also provide ESA compliance for <br />existing and certain specified new water related activities in the Platte River basin upstream of <br />the Loup River confluence.
