management actions (or treatments), where possible, will be developed and designed to gain the <br />greatest feasible understanding of the response to management actions of the target species and <br />components of their habitat through monitoring and research (Sit and Taylor 1998, Walters <br />1986). Program water will generally be managed to try to achieve flows as described in "Water <br />Plan Reference Material" (Water Plan, Attachment 5, Section 11) and to produce effective <br />adaptive management experiments. The guidelines for land acquisition, both complex and non- <br />complex, are described in the Program's Land Plan (Program Attachment 4, Tables 1 and 2). <br />The Governance Committee may use analysis of information provided by the AMP during the <br />First Increment to change these characteristics and/or guidelines contained in the Land and <br />Water Plans. <br />I.C. Organizational Structure to Implement Platte River Adaptive Management <br />The Signatories (Colorado, Nebraska, Wyoming and the Department of the Interior (DOI)) have <br />agreed to carry out financial and contracting responsibilities in coordination with the Governance <br />Committee as described in the Organizational Structures Docu.ment (Program Attachment 6). <br />Otherwise, Program decision-making lies with the Governance Committee, which is made up of <br />Signatory and non-Signatory members. The organizational structure for making decisions and <br />carrying out activities related to the Program is illustrated in the Organizational Structures <br />Document (Attachment 6) and reproduced as Figure 3 in this plan. The following is a general <br />description of the responsibilities and relationship of each component related to this plan. <br />I.C.1. Policy Functions <br />The Governance Committee will annually (or more often at their discretion) evaluate Program <br />management activities, and the criteria that guide those Program activities, such as land and <br />water acquisition and management criteria, and others, as described in the Program Document <br />and its attachments (e.g., Milestones Document, Land Plan, and Water Plan). The Governance <br />Committee evaluations will: <br />1) Assess whether the Program activities and criteria being examined are working as <br />originally envisioned; <br />2) Except as noted in Section III.B.1 of the Program Document, modify the Program based <br />on new information; <br />3) Determine whether there are other or better uses for the resources committed to the <br />activity and criteria; <br />4) Considering available information including any reviews from advisory groups, assess <br />whether success or failure could be determined by monitoring over the time period <br />evaluated; and, <br />5) Develop alternative activities and criteria in accordance with adaptive management. <br />As part of the evaluation process, the Governance Committee will review information including, <br />but not limited to, experimental results, costs, progress reports, and other AMP products. <br />Opinions of an Independent Scientific Advisory Committee (ISAC), and peer reviewers if any, <br />should be compiled and summarized as part of the evaluation process. The Governance <br />Committee may approve changes to planned management activities and criteria and/or have its <br />changes and implementation schedule peer reviewed under the Peer Review Guidelines <br />(Appendix A) prior to implementation. <br />September 1, 2006 Adaptive Management Plan
