I.C.2. Roles and Responsibilities <br />I.C.2.a. Governance Committee <br />The Governance Committee makes policy decisions to implement the Program, and will make all <br />decisions related to adaptive management, unless expressly delegated to the Program's Executive <br />Director (ED), including changes to budgets and Program activities and criteria. As a part of its <br />annual review of Program implementation and accomplishments, the Governance Committee <br />will approve budgets and work schedules for staff necessary for implementation of the plan for <br />the subsequent year or other defined budgetary cycles. <br />I.C.2.b. Executive Director <br />The ED carries out Program activities at the direction of the Governance Committee. The ED <br />will provide staff support, coordinate activities with the Governance Committee's advisory <br />committees, make recommendations on budget and schedule necessary to implement activities <br />under this Plan, and provide a review of the implementation of the Plan. The ED will direct and <br />supervise a staff capable of implementing the Program. The ED will also coordinate adaptive <br />management activities with cooperators and provide oversight of contracts and contractors. The <br />ED will provide the Governance Committee with a review and status of Program tasks and will <br />make recommendations to the Governance Committee on adaptive management decisions. <br />The ED will be expected to work in close cooperation with the advisory committees and the <br />Environmental Account (EA) Manager so that any recommendations being brought forward to <br />the Governance Committee reflect the views of all those involved in the adaptive management <br />program and that majority and all views are presented clearly and fairly. If necessary, and with <br />Governance Committee approval, the ED may establish an ad hoc committee, including the ED, <br />to work through Program activities that overlap between the advisory committees and the EA <br />Manager. <br />To ensure that the scientific component of the AMP is effectively implemented, the ED's <br />responsibilities include but are not limited to: <br />1) Synthesizing the scientific aspects of Program management through consultation and <br />cooperation with the advisory committees, the EA Manager, and contractors, <br />2) Providing recommendations to the Governance Committee in consultation and <br />cooperation with the ISAC, other advisory committees, and the EA Manager on matters <br />including: <br />a. Schedules and priorities for implementing projects to test existing and new <br />hypotheses, <br />b. Scopes of work for management, research and monitoring activities, including a <br />recommendation on whether the work is done by staff, cooperators, andJor <br />contractors, <br />c. Technical review of proposals to do contract research and monitoring, and <br />d. Modifying existing and developing new management plans for Program land and <br />water necessary to implement the AMP. <br />3) Reporting on all land acquisition and management decisions with regard to how they <br />relate to costs, the relative benefit to the target species, and contribution toward fulfilling <br />September 1, 2006 Adaptive Management Plan 6
