It is understood that the use of such terms or phrases <br />does not imply acceptance by all parties of the underlying hypotheses or agreement on <br />definitions of all technical terminology. <br />IV.A. Management Objectives and Indicators <br />Management objectives are a means to evaluate effectiveness of different Program actions within <br />an adaptive management framework. Management objectives represent the desired outcome of <br />one or a combination of management actions expressed in quantitative and measurable terms. <br />Management objectives are not synonymous with Program Objectives (see Section I.B above). <br />Management objectives relate to management actions and provide the linkage between the <br />purpose of management and the Program Goals and Objectives. Indicators are measurable <br />parameters within the objectives that will be used to gauge the ability of the management actions <br />to meet the management objectives, and ultimately the Program Goals and Objectives. More <br />work is required on the specific management objectives and indicators in Section IV, which will <br />be accomplished through the process described in Section I.F.1. above. <br />The following is a preliminary list of overall management objectives for the First Increment of <br />the Program. These objectives were develoloped by the AM Work Group. Objective 4 remains <br />under discussion. <br />1) Improve production of Least Tern and Piping Plover from the central Platte River <br />a) Increase number of fledged tern and plover chicks <br />i) Increase nesting pairs (indicator is nesting pairs) <br />ii) Increase fledge ratios (indicator is chicks successfully produced per unit adult, <br />nest or pair) and reduce chick mortality from causes such as flooding, predation, <br />weather, inadequate forage. <br />b) Reduce adult mortality <br />i) Reduce predation (indicator is nesting pairs) <br />2) Improve survival of Whooping Cranes during migration <br />a) Increase availability of whooping crane migration habitat along the central Platte River <br />(indicators are the area of suitable roosting habitat, area of suitable foraging habitat, <br />proportion of population, crane use days, etc. Additional detail will be added prior to <br />Program implementation). <br />3) Avoid adverse impacts from Program actions on Pallid Sturgeon populations <br />a) Indicators have not been identified as more research is needed to determine what <br />potential indicators the Program may affect. <br />4) Within overall objectives 1-3, provide benefits to non-target listed species and non-listed <br />species of concern and reduce the likelihood of future listing <br />September 1, 2006 Adaptive Management Plan 20
