3 <br />to be taken will be determined throughout the course of implementing this Plan and the <br />adaptive management approach set forth in the Cooperative Agreement will be applied. This <br />Plan addresses the development and enhancement of the Property but does not address <br />maintenanee activities. <br />° NPPD will not be responsible for maintenance of the Property as long as the Governance <br />_ Committee under the Cooperative Agreement or Program assumes -. responsibiliTy for <br />- maintenance, as stated in License Article 407. -Should the Governance Committee not assume <br />responsibility for maintenance, NPPD will develop a maintenance plan. A maintenance plan <br />will be submitted to FERC within 90 days of failure of the Cooperative Agreement or the <br />Governance Committee states in writing that it is unwilling or unable to provide maintenance <br />to the Property. - - <br />Monitoring efforts to provide information on baseline habitat conditions and species use of <br />this Property as well as to monitor the effectiveness of the developments and enhancements - <br />were submitted to FERC in the monitoring_plan required under Article 405 for FERC Project <br />1835. NPPD and Central developed the 1Vlonitoring Plan in consultation with the FWS and <br />NGPC and filed the Monitoring Plan with FERC on January 25, 1999. NPPD will also work <br />with the Governance Committee and their appointed Technical Committee to insure that <br />appropriate monitoring and evaluation methodologies are in place to allow for future decision- <br />making using the adaptive management concept outlined in the Proposed Program. <br />2.0 Development and Enhancement Implementation <br />Development and enhancement of the Property will be completed through the prioritized <br />approach outlined in Section 4 and will be implemented in phases to provide benefits to <br />target species in a timely manner. The purpose of all development and enhancement <br />objectives will be to provide a quantitative and/or qualitative improvement of habitat for the <br />target species based on current knowledge of species needs and habitat development and <br />enhancement techniques. The developmerit and enhancement of habitat will be completed in <br />4 to 6 years after approval of this Planby FERC. NPPD is obligated to spend up to $1.3 <br />million (1997 dollars) to expedite development and enhancement of the Property although <br />this plan has an estimated cost of $1.3 to $1.48 million. NPPD will incur all costs outlined in <br />the development and enhancement Phases up to $1.3 million (1997 dollars). Should the cost <br />of implementing this Plan exceed $1.3 million (1997 dollars), the Oversight Committee will <br />determine if the Plan should be revised or attempt to secure outside funding to complete the <br />Plan. <br />2.1 Development and Enhancement Oversight Committee <br />A Development and Enhancement Oversight Committee (Oversight Committee) will be <br />established for the purpose of identifying, designing and recommending specific <br />-- development and enhancement measures to NPPD to complete the development and <br />enhancement phases of this Plan. The Oversight Committee will be comprised of one <br />representative from each of the following entities for as long as they wish to participate: <br />FWS, NGPC, Central, the Governance Committee and NPPD.
