Cottonwood Ranch Enhancement and Maintenance Costs - Decisions Actions etc. <br />A. Habitat Development/Enhancement <br />1. GC reimbursement plan for past NPPD costs for habitat enhancement activities. <br />2. Plan for continuation of the FERC approved habitat development/enhancement plan <br />during 2007. <br />3. Plan for completion of the Habitat Enhancement Plan for 2008 and beyond, or the <br />development of a new Program habitat plan for the Cottonwood Ranch property. <br />4. Considerations <br />a. NPPD is willing to conduct additional habitat development activities in 2007 in <br />accordance with the FERC approved development plan (in coordination with the <br />Cottonwood Ranch habitat oversight committee) with the understanding that we will <br />not exceed our developmen± cap. In addition NPPD believes this should be through <br />an agreement that addresses reimbursement for the pre-2007 enhancement costs <br />and the 2007 costs. <br />b. NPPD is also willing to continue in 2008 and beyond the completion of the FERC <br />approved Habitat Enhancement Plan, should the GC choose, again with <br />appropriate agreements. <br />c. Based on the GC's decision, NPPD is willing to provide draft agreements for (1) the <br />2007 enhancement only or (2) completion of the Enhancement Plan. <br />d. Sponsorship agreements as required by the Program Land Plan will be required at <br />some point. <br />B. Habitat Maintenance <br />1. The anticipated 2007 maintenance activities and estimated costs are included in <br />Attachment E. <br />2. NPPD is willing to conduct the maintenance activities for the GC and Program during <br />2007 (and beyond) with an appropriate agreement for reimbursement. <br />3. NPPD will provide draft agreements if desired by the GC. <br />I believe the above bullet points and accompanying documentation should capture the relevant <br />history, facts and issues pertaining to the commitments by the Program to Cottonwood Ranch habitat <br />enhancement and maintenance.
