Colorado's Plan For Future Depletions January 12, 1998 <br />Documentation as Required by Cooperative Agreement, Page 2 <br />Milestones W6-1, W7-1, W8-1, and Tab 3B(I)E <br />Documentation for these estimates is included in the attached memo entitled "Colorado <br />Preliminary Population Projections, Colorado Division of Local Government" <br />(September 1997). It should be noted that the State's population projections are <br />disaggregated to the county level and are not organized by basin. The projections <br />above include the entire population for the counties within each region even though <br />some portions of some counties lie outside the basin boundaries. Therefore the total <br />South Platte basin projection above slightly overstates the 5tate's projected South Platte <br />basin population. <br />Milestone W8-1: "Within 6 months from the effective date of the Cooperative Agreement, <br />Colorado will recommend to the Governance Committee assumptions concerning the monthly <br />distribution of the accretive/depletive effects of sources of supply in accordance with Att. III, <br />App. A, Tab 3B, Paragraph A.2. The Governance Committee will review and verify <br />assumptions concerning the monthly distribution of the accretive/depletive effects of the <br />sources of supply at the end of the first regorting period as provided for in Att. III, App. A, Tab <br />3B.". _ <br />Response: In order to understand the assumptions concerning the monthly distribution <br />of the accretive/depletive effects of sources of supply, Colorado has developed an <br />interactive spreadsheet tool and the supporting documentation included helow. The <br />reader needs to examine and understand the tool and the documentation below. <br />Tab 3B(I)E: "Determination of Cumulative Effect - Initial Reporting Period. Within 6 months from the effective date of the Cooperative Agreement, Colorado will provide to the <br />Governance Committee a calculation of the average monthly distribution of the Cumulative <br />Effect for ariticipated water related activities in the South Platte basin in Colorado for the <br />Initial Reporting Period. The calculation will be based on the projected Population Increase for <br />that period, and the water use and transit loss assumptions described above or as'may be <br />modified by the Governance Committee. The Cumulative Effect as approved by the <br />Governance Committee will determine the rnitigation measures that will be undertaken by <br />Colorado during the Initial Reporting Period. <br />Response: Colorado's calculation of the average monthly distribution of the <br />Cumulative Effect for anticipated water related activities in the South Platte basin in <br />Colorado for the Initial Reporting Period is reported as follows: <br />(Acre Feet per Month) <br /> Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec Total <br />Total Accretions/ <br />Depletions 1,687 1,520 1,396 778 (1,048) (769) 80 369 472 668 1,510 1,609 8,272 <br />Note: Depletions are in parentheses; accretions are those numbers not in parentheses.
