COLORADO'S PLAN FOR FUTURE DEPLETIONS
Documentation as Required by Cooperative Agreement,
Milestones W6-1, W7-1, W8-1, and Tab 3B(I)E
January 12, 1998
This documentation is divided into two sections: summarv responses to milestones and
interactive spreadsheet tool and supporting documentation. It should be considered in
conjunction with the interactive spreadsheet tool for Colorado's Plan for Future Depletions,
file-dated January 12, 1998.
Summary Responses to Milestones
Milestone W6-1: "Within 6 months from the effective date of the Cooperative Agreement,
Colorado will provide to the Governance Committee population estimates within the South
Platte River Basin in Colorado (in Accordance with Att. III, App. A, Tab 313, Paragraph A.1)."
Response: Population estimates for 1997 are as follows:
North Region: 697,964
Central Region: 1,754,463
South Region: 182,981
Total South Platte Basin: 2,631,408
Documentation for these estimates is included in the attached memo entitled "Colorado
Prelim.inary Population Projections, Colorado Division of Local Government"
(September 1997). It should be noted that the State's population estimates are
disaggregated to the county level and are not organized by basin. The estimates above
include the entire population for the counties within each region eyen though some
portions of some counties lie outside the basin boundaries. Therefore the total South
Platte basin estimate above slightly overstates the actual South Platte basin population.
Milestone W7-1: "Within 6 months from the effective date of the Cooperative Agreement,
Colorado will provide to the Governance Committee an estimate of the expected population
increase within the South Platte River Basin in Colorado for the period ending five years from
the effective date of the Cooperative Agreement (in Accordance with Att. III, App. A, Tab 3B,
Paragraph A.1)."
Response: Estimates of population increase within South Platte River Basin in
Colorado between the years 1997 and 2002 are as follows:
North Region: 79,422
Central Region: 100,197
South Region: 30,325
Total South Platte Basin: 209,944
