Page 1 of 9 <br />Town of Yampa <br />Water Facilities Plan and Storage Tank Upgrades <br />Scope of Work <br />I. Scope of Work <br />Task 1 -Water Rights Review (Resource Engineering /Robert Weiss) <br />o Description of Task: Work will include a reconnaissance level assessment of the of the Town's <br />water rights portfolio. The purpose of the study is to determine if the Town has sufficient physical <br />and legal water supply to meet its existing and future water demands. Robert Weiss serves as <br />Attorney for the Town of Yampa, Robert will review prepared documents. <br />Methodology: The analysis will locate and inventory all existing conditional and absolute water <br />rights owned by the Town. The volume of water physically and legally available from each water <br />right will be quantified. Physical availability will be assessed based on a review of historic <br />diversion records, United States Geological Survey (USGS) stream gage records, and <br />observations by the local water commissioner. Legal availability will be determined based on a <br />review of water right decrees and discussions with the local water commissioner. The amount of <br />water physically and legally available will be compared to the Town's projected water demands <br />and shortages, if any, will be identified. The review will also verify that existing water system <br />operations are within the terms of the Town's decrees and that all ground water diversions have <br />appropriate, current permits. <br />o Description of major deliverables/products: A summary of the water rights analysis will be <br />included in the final engineering report. The report will include a recommend strategy for <br />addressing any water shortages resulting from lack of physical and legal water availability both <br />now and in the future. <br />Task 2 -Water Quality Review (McBride Water) <br />o Description of Task: Work will include available water quality information from sources including <br />the USGS, State of Colorado Water Quality Control Division and Town of Yampa Records. <br />Information will be reviewed in order to for the Town of Yampa to be aware of concerns raised <br />with regards to water treatment methods or to supply sources. <br />o Methodology: This will be a discovery and review of water quality available in the Upper Yampa <br />(Bear River) basin. <br />Description of major deliverables/products: Summary of the review will be included in the <br />engineering report. Compilation of data retrieved and reviewed will be attached as appendices to <br />the engineering report. <br />Task 3 -Water Infrastructure Review (Civil Design Consultants, Inc.) <br />o Description of Task: Work will involve reviewing or current and future water demands; <br />inventorying existing water supply, treatment, distribution, and storage facilities; and hydraulic <br />modeling of the distribution system to identify basic hydraulic performance characteristics of the <br />system and establish hydraulic grade line at new tank location. Recommendations for <br />infrastructure improvements will be provided and location of a new steel treated water storage <br />tank. <br />o Methodology: Work will include review of available water infrastructure drawings and apply sound <br />engineering practices to determine deficiencies and provide recommendations. Computer <br />modeling of the water system main elements will be completed using WaterCAD. <br />sow supplemental vf.doc Yampa, Colorado <br />
