Feasibility Evaluation of the Arkansas Valley Pipeline <br />Water Works! Committee <br />June 2003 <br />3.2 Water Rights <br />3.2.1 General <br />The estimated total demand in the year 2020 for the entities east of Pueblo that could be <br />served by the Valley Pipeline is 16.24 mgd, which is approximately 18,200 ac-ft annually. <br />Sources of water for providing approximately 18,200 ac-ft per year of water supply to <br />communities in the Lower Arkansas River Valley via a pipeline from Pueblo Reservoir were <br />assessed. These sources include: <br />• The 9,643 ac-ft of Fryingpan-Arkansas Project water available on average to <br />communities east of Pueblo. <br />• Water rights and ditch and canal company shares presently held by communities east <br />of Pueblo and transferred by exchange and/or substitution to storage in Pueblo <br />Reservoir. <br />• Exchange of municipal return flows from Fryingpan-Arkansas Project water supplied <br />to communities east of Pueblo to storage in Pueblo Reservoir. <br />The analysis of water rights included: <br />• An inventory of water rights (Table 3.4), ditch company shares, and canal company <br />shares presently held by municipalities and other municipal/domestic water supply <br />entities in the Arkansas River Valley east of Pueblo, focused on those entities that <br />have expressed interest in the proposed pipeline. <br />• An inventory of the amounts of Fryingpan-Arkansas Project water historically used <br />Waterworks! Committee <br />• by these municipalities and water supply entities. <br />• Evaluation of the potential methods for providing legally available water (at Pueblo <br />Reservoir) to supply the Arkansas Valley Pipeline and satisfy the estimated year 2020 <br />water demands of the basin communities that could be served by the pipeline. <br />The survey form used to collect water demand data was also used to inquire regarding the <br />characteristics and adequacy of existing sources of water supply and water supply systems, <br />including water rights. Further information concerning water rights and sources of supply <br />was obtained by contacting many of the participating entities listed in Table 3.1 and from the <br />1998 assessment of future water and storage needs in the Arkansas River basin (GEI, 1998). <br />This information is summarized in Table 3.4. <br />15 <br />GEI Consultants, IriC.
