Feasibility Evaluation of the Arkansas Valley Pipeline <br />Waterworks! Committee <br />June 2003 <br />Section 2 -Scope of Work <br />2.1 General <br />The study work tasks consist of two phases. Phase 1 of the study is areconnaissance-level <br />review of water demands and potential opportunities for satisfying those demands via a <br />pipeline from the municipal outlet of Pueblo Reservoir. The primary purpose of Phase 1 is to <br />evaluate the likelihood of "fatal flaws" that would preclude further evaluation of the <br />feasibility of the pipeline. The fatal flaws may be technical or environmental in nature, <br />rather than related to cost or project financing. Assuming favorable reconnaissance-level <br />results from Phase 1, the detailed feasibility analysis is defined in Phase 2. The detailed <br />work plan that was defined for the project contract is included with this report as Appendix <br />A. Key tasks and work products included in the scope of work are summarized below. <br />2.2 Phase 1 <br />Task 1 -Collect and review data, including a survey of project sponsors and participants to <br />identify water needs, and meetings with federal and state agencies to identify water resource <br />issues and possible funding sources. <br />Task 2 -Estimate future water demands, evaluate existing water quality, establish <br />preliminary pipe sizing, and evaluate sufficiency of available water rights to satisfy demand. <br />Task 3 - Perform a preliminary screening study to identify and evaluate potential pipeline <br />alignments, including estimation of water delivery costs. A Phase 1 Report, summarizing the <br />results of Tasks 1 to 3, will be delivered. <br />2.3 Phase 2 <br />Task 4 -Obtain aerial photography and topographic mapping for the selected pipeline <br />alignments. <br />Task 5 -Perform feasibility-level engineering, environmental, and geologic assessments of <br />the alignments, and adjust the alignments accordingly. <br />Task 6 -Prepare feasibility-level designs of the pipeline and ancillary facilities. <br />Task 7 -Perform economic and financial analyses of the project. <br />Task 8 -Evaluate changes required for a treated water delivery system. <br />Task 9 - Prepare a Feasibility Report and recommendation for the project. <br />Task 10 -Conduct periodic progress meetings and coordination activities with project <br />sponsors and participants. <br />GEI Consultants, Inc. 01284 03-06-30 Feasibility Evaluation Final <br />
