San Luis Valley Irrigation District <br />2006-20Q7 Non-Reimbursable Project Application <br />~ Fage 9 of 11 <br />Grande Basin in addressing a number of water management issues. Preliminary studies <br />indicate that there is little utility in enlarging the Reservoir for the purpose of storing more <br />water to meet the District's irrigation needs. Therefore, this study will evaluate whether an <br />enlarged Reservoir can be utilized to address a wide variety of needs in the Basin including: <br />a) assisting the State in better managing its obligations under the Rio Grande Compact; b) <br />assisting the State in assuring the maintenance of instream flows and meeting increased <br />recreational demands; c) assisting the San Luis Valley Water Conservancy District in meeting <br />the growing demand for augmentation wafer for domestic and commercial development from <br />Creede, Colorado downstream through Alamosa; d) assisting a variety of water users on the <br />Rio Grande in better managing their water supply by supplying an enlarged pool for direct <br />flow storage; e) assisting the entire Basin economy by providing a source of augmentation and <br />recharge water for groundwater depletions in the San Luis Valley; and, f) preserving as much <br />production from agricultural lands as is possible. Because the study will focus on utilization <br />of Rio Grande Reservoir as a multi-use facility designed to address water supply and <br />management issues of benefit to all water users in the Rio Grande Basin and to the State of <br />Colorado in maximizing the use of Colorado's water under the liio Grrande Compact, it is <br />more appropriate that the study be funded by a grant rather than a loan. <br />6.
