'The Coloradp Water Conservation Board (CWCB) is the project Sponsor. The <br />maximurr.~ State funding to the Consultant for this Scope of Services is 50 000. <br />SUMMARY OF 12E0UESTE~ WORK <br />The Consultant sh~all perform fleldwork, data collection, data analyses, report writing, and othe~~ tasks <br />necessary to compflete flood ha.zazd assignments and services in support of the CWCB Flood Protection <br />Program. This scope shall become valid or~ce an approved work authorization has been received by the <br />Consultan.t, and sh;all continue to be in effect through June 30, 2008. <br />AUTHORITY <br />Accordin€; to Sec;tion 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water <br />Conservation Boaz~d has the pov~rer and dut~: <br />"..,, to devi:>e and formulate methods, means and plans for bringing about the greater <br />utilization af the waters pf the state and the prevention of flood damages therefrom ..." <br />PROJEC'T LOCA,TION AND DESCRIP'TION <br />CWCB st,~ff has i~ientified individual study areas in Colorado in need of flood hazard assess~cnents <br />based on staff coor~dination witl~ local interests. The identified study areas are based on collaborative <br />efforts between the. CWCB and local stakeholders. The work is intended to support the CWCB flood <br />hazard mapping program, stre~m restoration program, community assistance program, and flood <br />response program. <br />Specific study area:~ for this work authorization are: <br />Flood Hazard Identification ($25,000}- Consultant shall complete detailed flood hazard inforn:iation <br />(limited detailed c-r approxim~te information may be substituted on a case-by-case basis via <br />communir~ consent and so long as detailled hydrology is provided as prescribed in the CWCB's <br />floodplain rules and regulations) for stream reaches located in requested communities. The stream <br />reaches ane based on high priarity needs within the state as a result of growth and develop~ment <br />pressure, a.nd insufficient/inadec~uate infonnation shown on existing Flood Insurance Rate Maps or <br />U.S.G.S. fl'~ood-prone quadrangl~ maps, or mew studies being performed in coordination with the Map <br />Modernization Pro~am. Target' communities include Las Animas, Rifle, Florence, Grand Junc.tion, <br />Elbert County, and Woodland Park. Actual work done will be determined based on several far,tors, <br />including local neeci, local suppbrt, and level of local budgets available for cost-sharing. Consultant <br />shall perfo~rm worl~: such as cqmputing 100-year peak flood flow values, developing HEC-RAS <br />hydraulic rnodels, a~nd delineati~g regulatory floodplains for the streams identified. A brief w:ritten <br />report shall be compiled to document the assumptions, methodologies, and results of the study. `JVork <br />will be done in conf~rnlance with FEMA M~p Mod requirements. <br />
