During the afternoon of Apri130, 1999, the Flood Warning was expanded to include <br />Las Animas County in anticipation of expected flooding along the lower Purgatuire River by the <br />morning of May 1, 1999. <br />On May 1, 1999, Flood Statements were issued throughout the day addressing the Flood <br />Wamings and Flash Flood Watches in effect. The ongoing flooding along Fountain Creek, the <br />ongoing and anticipated flooding along the Arkansas, the ongoing arid anticipate.d flooding along <br />the Purgatoire, and the continued threat of flash flooding across much of southea~,st Colorado <br />were also addressed in the Flood Statements. Significant Weather Outlooks addAessing the Flood <br />Warnings and Flash Flood Watches in effect, as well as the ongoing flooding, w~~re issued at 7 <br />AM and noon. Late in the day on May 1, 1999, the Flood Waming for Fremont and Custer <br />Counties was lowered as the threat of flooding passed in those azeas in response to diminishing <br />rainfall and lowering snow levels. The Flash F1ood Watch that was in effect for :much of <br />southeast Colorado was also canceled at that time for the same reasons. <br />On the morning of May 2, 1999, a Flash Flood Watch was issued for the area known as North La <br />Junta in response to a possible dike failure. Around noon on May 2, 1999, a Flood Statement <br />was issued addressing the possibility of minor flooding by the moming of May 3, 1999 <br />downstream of John Martin Reservoir in eastem Bent and Prowers Counties due to necessary <br />releases from John Martin Dam. Flood Statements were issued throughout the day on May 2, <br />1999 addressing the Flood Watnings in effect, the ongoing flooding along Fount~iin Creek, the <br />ongoing flooding along the Arkansas, the ongoing flooding along the Purgatoire xiver, the <br />possibility of flash flooding in North La Junta due to dike failure, and the potential for minor <br />flooding downstream of John Martin Reservoir. Significant Weather Outlooks acidressing the <br />flooding were issued at 7 AM and noon. On the evening of May 2, 1999, the Flash Flood Watch <br />for the area known as North La Junta was canceled as the threat of flash flooding from dike <br />failure had diminished. <br />By mid day on May 3, 1999, floodwaters had retreated along Fountain Creek and along the <br />Arkansas in Pueblo County. Consequently, the Flood Warning for EI Paso and Praeblo Counties <br />was canceled. Flood Statements were issued throughout the day on May 3,1999 addressing the <br />Flood Warnings in effect, the receding flood waters along Fountain Creek and the Arkansas <br />River in El Paso and Pueblo Counties, the ongoing flooding along the Arkansas axid Purgatoire <br />rivers in Otero, Crowley, Bent and Las Animas Counties, and the potential for minor flooding <br />problems downstream of John Martin Reservoir. Significant Weather Outlooks addressing the <br />flooding were issued at 7 AM and noon. <br />On May 4, 1999, Flood Statements were issued throughout the day addressing the Flood <br />Warnings in effect, the ongoing flooding along the Arkansas and the Purgatoire Rivers in Otero, <br />Crowley, Bent and Las Animas Counties, and the potential for minor flooding problems <br />downstream of John Martin Reservoir.
