This berm also serves to provide access in this area <br />Railroad Embankment: During a field inspection of the reservoir on May 6, 1999, John Martin <br />Project Office personnel discovered a slide on the Burlington Northern - Santa FE; (BNSF) <br />railway embankment adjacent to the reservoir. The BNSF railway was notified of this problem <br />on May 6, 1999. An inspection of the reservoir on May 11, 1999 indicated that problem was <br />getting worse. Railroad personnel visited the site on the aftemoon of May 11, 1999. <br />Subsequently, the railroad placed a speed limit on all trai,ns in the area and took artion to make <br />the necessary repairs. The railroad dumped at least 69 train cazs of riprap at this site to stabilize <br />the slide. With the slope stabilized, the railroad began placing riprap in specific areas that <br />required protection. Incidentally, the Corps made arrangements to purchase riprap from the <br />railroad. The riprap will be stockpiled for future emergency use. <br />INTER-AGENCY COORDINATION EFFORTS <br />Reports and advisories addressing the potential for heavy rain were first issued eaxly on the <br />morning of Apri128, 1999. The Significant Weather Outlook issued at 7 AM on ~4pri128, 1999 <br />called for potential heavy rain in the Pikes Peak region and the Upper Arkansas River Basin <br />between 6 PM on Apri128, 1999 and 6 AM on Apri129, 1999. A similar outlook was issued <br />again at noon on Apri128, 1999. <br />By early in the mid shift on Apri129, 1999, Urban and Small Stream Flood Advis~ries were <br />issued for El Paso and Pueblo Counties. Significant Weather Outlooks addressing; the heavy rain <br />and flooding were issued at 7 AM and noon. Around 3 PM on the afternoon of Apri129, 1999, a <br />Flash Flood Watch was issued for El Paso County. On the evening of Apri129, 1999, another <br />t3rban and Small Stream Flood Advisory was issued for El Paso County around 7 PM followed <br />by a Flash Flood Warning around 9 PM. <br />Early in the mid shift on Apri130, 1999, a Flood Wanun~ was issued for El Paso, Pueblo, Otero, <br />Crowley and Bent Counties, addressing the likelihood of flooding along Fountain Creek and <br />along the Arkansas River from Pueblo to La Junta. Shortly after the Flood Warning was issued, <br />a Flash Flood Watch was issued addressing the potential for flash flooding over a large pertion of <br />southeast Colora.do. Around 6 AM on Apri130, 1999, the Flash Flooc`t Warning far El Paso <br />County was lowered as the ongoing flooding was no longer of a flashy nature. Th~e Flood <br />Warning remained in effect for El Paso County and much of the rest of southeast Colorado. At 7 <br />AM on Apri130, 1999, the Significant Weather Outlook was issued a~dressing the; Flood <br />Wamings and Flash Flood Watches in effect for southeast Colorado. Around 9 AM on the <br />moming of April 30, 1999, the Flood Warning was expanded to include Fremont a~nd Custer <br />Counties. ~Another Significant Weather Outlook was issued around noon addressing the Flood <br />Warnings and Flash Flood Watches in effect for southeast Colorado. Flood Statements were <br />issued at regular intervals throughout the day on Apri130, 1999, addressing the Flood Warnings <br />and Flash Flood Watches in effect, the ongoing flooding along Fountain Creek, the ongoing and <br />anticipated flooding along the Arkansas, and the potential for flash flooding throu~;hout southeast <br />Chapter 3- Flood ofApri129, 1999 <br />Post Flood Assessment Report ~ 25 Draft Revised 09/09/99 <br />
