201 Prnn.cipal Ffood Problems <br />T'he principal flood problems aze discussed in the most cunent Flood gnsurance Study <br />(FEMA, 1988}. A 1902 thunderstorm destroyed all bridges on Fountain Creek from Woodland <br />Park to ]Vlanitou Springs. In Iune 1973 flaoding throughout Woodland Park resulted from a <br />thunderstorm that was severe enough to be approved for State disaster relief funds. On July 29, <br />1984, a localized thunderstorm of 2.75 inches in 30 minutes was responsible for washing out a <br />newly calstructed culveR that was 6-feet in diameter at the confluence of Crystola and Foungain <br />j Creeks. No gauging records are available on Fountain Creek in Teller County, therefore, the <br />_.. <br />recurrence interval of these flow events c~nnot be assessed. <br />The FEMA. (1988) study states that the drainage system for Woodland Pazk was built to <br />convey not more than the 5-year recunence interval event, in compliance with criteria adopted from <br />~ the Pikes :Peak Area Council of Governments (Crilbert Meyer & Sons, Inc., 1979). <br />l <br />2.2 Sealicnentation <br />~ <br />1 <br />~ Sedimentation is a concern within ~he County along Fountain Creek, and was ~eported as <br />~ early as tr~e 1988 FEMA report. That report noted that in the highly erodible soils, culverts and <br />_ <br />loc.~l drain~ige struch.ues are often blocked. Aggradation of the streambed was noted along several <br />~ reaches oi~ Fountain Creek. Aggradation of the channel at Teller County Road 21 (Woodland <br />~ Avenue) ~.ridge over Fountain Creek was specifically noted in 1988. <br />f W'ilson & Company (1996) reported that aggradation was apparent at the Teller County <br />~ <br />f <br />~ Road bridge over Fountain Creek. This was corroborated by discussion with Teller County <br />~ <br />r personnel, ~ield observations, and comparison of historical bed elevation records with their survey <br />~ of April i1996.
