CWCB, is vein close to this one, thus, we are considering combining the <br />project and thus $400,000 that might go toward the combined projects. <br />Bob Streeter: DT Ranch money would go to this project? <br />Greg: The DT Ranch called also for re-timing and pump, thus, we could <br />do what we promised on DT and also do this one. <br />Harold: Please talk about risk of using a junior water right for a recharge <br />water right. What is the risk that these junior water rights might not <br />yield? <br />Mike Shimmin: From legal standpoint, for this project, the yield that <br />would come from re-timed Ft Morgan credits is senior in re-timing. More <br />than half of the yield for this project is senior enough that I am confident <br />they would be there. The more junior rights: best guess: we know that <br />there is not as much water available as in the past. However, in 2007, <br />there were 49 days from April to June when the call was off the river and <br />there was extra water available. So, we know that there will be years <br />when these junior rights yield, however, how frequent these yields may <br />be, unknown. However, one feature of this project is that there are times <br />every winter when ditches that divert water to other projects are frozen, <br />these pipelines that can take this water will be in priority. There were 53 <br />days last winter when this could have operated last winter if these pipes <br />had been there, due to location. <br />Tom Dea: At this location, there are times when the ditches are frozen <br />and when we would be able to put this water to recharge. <br />Mike Shimmin: They seem to believe in this enough to put $lmillion of <br />own money on the line. <br />Harold: Yes, understood, but trying to reconcile risk in basin. <br />Ralf Topper: What is the purpose of the additional well and well pump? <br />Mike Shimmin: This system can move water in both directions, it is a <br />timing mechanism to make up the deficit, this is a long lag site: 1500 <br />davs in fts time from river. Thus, these can be offset with other recharge <br />credits. <br />Bruce from Ft Morgan: Note that this is a project about more storage. <br />The philosophy is about storage. <br />Tom Dea: Due to the location, the relatively short distance of the <br />pipeline, means that the ag community would benefit. <br />Bill Jerke: What is left in our basin account? <br />Todd Doherty-: Unsure. <br />Bill Jerke: My concern has to do with magnitude, perspective of project, <br />issue on river, and a determination of whether there is just one part- that <br />could benefit from a quarter million. This would be a large hit to our <br />basin account. Also concerned that this is pretty much for one party <br />although understand that there would be other beneficiaries. Other <br />concern is that there are thousands of wells that are affected like this and <br />if we extrapolate out for these wells, many with wells in similar <br />situations, and not enough money to do this. <br />Allyn Wind: Morgan County: This is a plan that benefits many people.
