Thus meeting those threshold criteria. <br />Brent Nation: Morgan Municipality: we use 15 wells to irrigate our <br />parks, etc. and our aug plan is benefited from the FMRICo aug plan. <br />Thus, as a municipal interest it is to our benefit if this application were to <br />go thorough. <br />FT Morgan spokesman: City of Ft Morgan is a shareholder in FMRICo, <br />we trade our aug water. Morgan Ditch benefits the community greatly. <br />Mike Shimmin: 16,000 ac ft of irrigated land, this would give the tool to <br />re-time the credits. <br />Bill Jerke: Point is to take look at big picture of irrigated acres. <br />Chris of Ft Morgan: Benefit is also that there are other ditch companies <br />that we could re-time aug credits with this project. Also, DU has said that <br />to get live water in winter time is important for ducks and this is a way to <br />allow that. <br />Joe Frank: Moves to approve the project as presented. <br />Harold Evans: Seconds. <br />Bill Jerke: Match clarification? <br />Mike Shimmin: Traditional loan from CWCB. Have met with CWCB <br />staff, will not consider that loan application until the grants have been <br />approved. <br />Les Williams: What do we do if this gets approved and we do not have <br />the funds in our account. <br />Mike Shimmin: I have thought of this issue, two aspects: 1) why hold <br />money back from projects that are here in light of projects that might <br />come forward, 2) by the time this process goes forward, we will be in <br />next fiscal year; earliest we go forward to CWCB is March and then <br />another 6 months, thus, by the time to write checks, we will have more <br />money. <br />Harold: Thus, the funding will be stretched out. It is their money that will <br />be used to pay out. <br />Mike: Therefore, the criterion guidelines actually say this is a worthy <br />goal that we will use WSRA money to pay back the loan. <br />Todd: What about an individual receiving the money? <br />Not an individual, entity. <br />Ken Huston: Perhaps ,vant to modify the motion. Concern about tying up <br />this much money, presuming that CWCB approves loan. If CWCB does <br />not approve the loan, have kve tied up our money? Perhaps need to <br />modify the motion. <br />Bill Jerke: I believe that these are conditional: however, these funds are <br />tied up. <br />Allyn Wind: Would encourage everyone to approve this application. <br />Good arrangement for Ft. Morgan: Mike Groves has given his all to <br />forward: FMRICo serves many- all the way to the eastern edge of Morgan <br />County. <br />Meth: Clarification on match? <br />Mike Shimmin: We are starting with 50% match.
