Cannot be 100% statewide account. <br />2) Funding to be received in 2009, if WRSA, $300,000 goes basin to 7.3 <br />million to State Fund. <br />Decision made that state agencies cannot receive WSRA (i.e. state forest <br />service cannot receive firnds.) Private parties can receive funds but must <br />be done with consent of roundtables. <br />3) Criteria 4 (threshold criteria) letter from Chair must indicate that <br />project either "furthers basins needs assessments or furthers objective of <br />meeting consumptive or nonconsumptive needs" must site one or other <br />of these. As funding is available and as completion increases, may be <br />necessaiv to enhance criteria. But decision made not to do that this year. <br />Criteria for contracts for grants must be executed within 6 months, this <br />will be changed that contracts will be "expected" to be executed, due <br />diligence must be shown, and progress reports must be submitted every 6 <br />months. These changes in criteria will go into effect beginning with <br />March 2009 meting. Thus, applications already in the mill not affected. <br />Bob Streeter: Anv discussion as per any limit on basins that are not <br />spending their money? <br />Eric: Yes, this discussion occurred as well as discussion about whether <br />the legislature will limit any of the year spending limit. But no decision <br />made.
