Todd D.: Yes, and that work that is done (except for Part 6) is on the
ivebsite. We could have a presentation next meeting.
Harold Evans: As an example, conservation piece: what do to with
conservation water: conservation group worked hard on this, bottom line
showed that each community will be different. Most municipalities will
use the majority of what will be saved from each conservation effort.
Bill Jerke: Thus: 1) report from Mike's group and 2) report re: SWASI
It
Todd Doherty: Focus of this presentation: focus on conservation or
overview?
Harold Evans: Overview and see all four groups of SWASI 11: 1)
conservation, 2) ag drv_ up 3) environmental/rec and 4) gap group
Janet Bell: Gap group got down to studying criteria, criteria were there
before we got shut down.
Mike Shimmin: If anyone has any suggestions for language, please email
to Mike Shimmin.
Eric Wilkinson: CWCB/IBCC: Meeting of subcommittee that was
overlooking criteria for water supply account, adopted some changes: 1)
if seeking state wide funds, needs to be a 20% match from external
source or from basin account itself. Cannot be 100% statewide account.
2) Funding to be received in 2009, if WRSA, $300,000 goes basin to 7.3
million to State Fund.
Decision made that state agencies cannot receive WSRA (i.e. state forest
service cannot receive firnds.) Private parties can receive funds but must
be done with consent of roundtables.
3) Criteria 4 (threshold criteria) letter from Chair must indicate that
project either "furthers basins needs assessments or furthers objective of
meeting consumptive or nonconsumptive needs" must site one or other
of these. As funding is available and as completion increases, may be
necessaiv to enhance criteria. But decision made not to do that this year.
Criteria for contracts for grants must be executed within 6 months, this
will be changed that contracts will be "expected" to be executed, due
diligence must be shown, and progress reports must be submitted every 6
months. These changes in criteria will go into effect beginning with
March 2009 meting. Thus, applications already in the mill not affected.
Bob Streeter: Anv discussion as per any limit on basins that are not
spending their money?
Eric: Yes, this discussion occurred as well as discussion about whether
the legislature will limit any of the year spending limit. But no decision
made. Needs to be discussed because some basins may not need it and
others need it.
Todd: As per funding allocation, will be revisited every October.
Legislative Report: Dianne Hoppe: New members elected in CO and
nation wide: House Leadership: Terrence Carroll new speaker: Paul
Weismann of Lewisville, majority leader. Mike May, minority leader,
David Balmer, Assistant minority leader, Senate Majority Leaderhop:
Peter Groff: Brandon Schaffer, minority leader. Josh minority
leader in Senate. House and Senate Agleadership chairs not formalized
yet. Water Resource committee still unknown. Possible legislation: water
supple reserve account, cistern bill: bill on produced water, South Platte
