Gimbel <br />SUBJECT: Agenda Item 29c, November 18-19, 2008 Board Meeting cwcB Director <br />Water Supply Planning and Finance Section -Referred Dan M~Auliffe <br />Non-Reimbursable Investments, Water Adaptation cwcB Deputy Director <br />Projects <br />In 2007 Governor Ritter asked state agencies to develop a Climate Acton Plan. <br />The Colorado Water Conservation Board (CWCB) stepped forward with along-term plan to <br />address the impacts on climate variability on water supplies in every region of our state because <br />each region will experience the impact of climate variability differently, and therefore, must be <br />prepared to plan and implement adaptation strategies that take into consideration future <br />activities, regional uniqueness and water information and water management needs. <br />Recommendation (written as proposed statutory language) <br />The Board should approve the inclusion the following provision in the 2009 Projects Bill: <br />SECTION _. Water Adaptation Projects. (1) The Colorado water conservation board is <br />authorized to expend up to five hundred thousand dollars ($500,000) from the Colorado water <br />conservation board construction fund to undertake Water Adaptation Projects with the goal of <br />increasing understanding of climate change; communicating the information to those who need <br />plan and implement adaptation strategies and building partnerships that will produce the models <br />and data upon which actions are based. (2) The moneys appropriated in subsection (1) of this <br />section shall remain available for the designated purposes until the project is completed. <br />Background <br />A component of the CWCB's Climate Action Plan strategy involves: <br />understanding the threat of climate change; <br />• communicating the information to those who need plan and implement strategies; and, <br />• building the partnerships that will produce the models and data upon which actions are <br />based. <br />Water Supply Protection • Watershed Protection & Flood Mitigation • Stream & Lake Protection • Water Supply Planning & Finance <br />Water Conservation & Drought Planning • Intrastate Water Management & Development <br />
