Executive Summary <br />OVERVIEW <br />The purpose of this study is to examine the feasibility to enhance the means by which the <br />Boulder and White Rock Ditch and Reservoir Company (Company) provides irrigation water to <br />their shareholders through water right exchange and reservoir pumping. This study was prepared <br />in conformance with requirements for funding of the Colorado Water Conservation Board <br />(CWCB). This study examines the feasibility of non-structural and structural alternatives; and <br />demonstrates the technical, financial, environmental, and institutional feasibility of constructing <br />a new raw water pump station. <br />RECOMMENDED ALTERNATIVE <br />The recommended alternative consists of three main components which includes a pump station <br />with reservoir intake pipe and two separate pipelines to supply the irrigation ditches. The pump <br />station supply system consists of a concrete intake structure with three intake screens and a 300- <br />foot-long, 36-inch reinforced concrete pipe (RCP) from the intake structure to the pump station <br />wet well. The pump station will contain four vertical line-shaft pumps that will extend into the <br />wet well below the pump building. Two pumps will be dedicated to the North Branch Ditch <br />pipeline using 60 horsepower motors, the other two pumps will be dedicated to the Upper Lateral <br />Ditch pipeline and have 75 horsepower motors. The North Branch Ditch pipeline will consist of <br />a 24-inch diameter pipe and will be 3501inear feet long. The Upper Lateral Ditch pipeline will <br />have various pipe diameters along its 3,400 linear-foot alignment beginning as a 21-inch <br />diameter pipe at the pump station and then reducing down to 18-inch and then to 12-inch <br />diameter. <br />FINANCIAL PROGRAM <br />Total capital expenses for the recommended project alternative, including construction and <br />construction engineering with 30% contingency, engineering, and the cost of this study, is <br />$2,673,000. The Company is applying for 90% of the construction cost through the CWCB <br />Small Project Loan Program and will finance the remaining 10% of the construction cost through <br />stockholder participation. The Company loan request, with the CWCB 1% Service Fee, is for <br />~~ ES-1 <br />
