SECTIONTHREE Background Information
3.1 STUDY AREA AND EXISTING FACILITIES DESCRIPTION
3.1.1 Project Service Area
The service area for the Company includes approximately 5,685 acres of irrigated farm land in
Boulder County and Weld County, Colorado. Panama Reservoir is located in Boulder County to
the east of the intersection of US 287 and CO 52 and approximately 2 miles south of Longmont,
Colorado.
3.2 WATER DEMANDS AND YIELD ANALYSIS
3.2.1 Water Demands
The purpose of this project is strictly limited in scope to the construction of the new raw water
pump station to better service the Company's present shareholders. No new downstream stream
deletions will occur due to the proposed project. No additional water supplies will be developed
in connection with the project. No new or increased diversions will be made and no additional
storage capacity will be created at the Panama Reservoir. This project will not increase the
Company's irrigation water supply but will only give flexibility to utilize their present water
supply.
3.2.2 Water Rights
The Company has three types of decrees that it uses to supply water to their shareholders. They
are direct flow decree, storage decree, and an exchange arrangement.
Direct Flow Decree
Amount
(cfs) Adjudication Date Appropriation Date Source
135 June 2, 1882 November 1, 1873 Boulder Creek
26 May 3, 1892 December 1, 1873 Goose Creek
~S 3-1
