Alternative No. 2 was deemed unacceptable due the difficulty in maintaining the ditch <br />with a liner. Due to lack of much gradient and relatively heavy loads of silt, a large <br />accumulation of silt is common in this ditch area. Cleaning of this material from the <br />ditch with a liner installed would be impractical and it would be impossible to clean the <br />ditch and prevent damage to the integrity of the liner. <br />Alternative No. 3 was selected since it is considered to be a permanent fix of the stability <br />problem and the most cost effective in the long term. <br />Appendix D describes the construction involved with a pipeline design, the background, <br />and hydraulic analysis. The cost estimates are also included in Appendix D. <br />Implementation Schedule <br />The New Salida Ditch Company is proposing to undertake this project in three phases <br />beginning with phases 1 and 2 not later than February of 2009 with completion prior to <br />May 15, 2009. Following phases 1 & 2, the company and engineer will be able to <br />ascertain the ability of utilizing a 36 inch diameter pipe versus a 42 inch diameter pipe for <br />the remainder of the project. The difference in cost between these two pipe sizes is <br />significant and would reduce the cost for phase 3 considerably. The existing ditch grade <br />is difficult to estimate but once the phase 1 & 2 components is completed with a 42 inch <br />pipe the resulting performance will allow verification of the feasibility of utilizing a 36 <br />inch pipe, a lower cost alternative for the remaining phase. <br />Permitting <br />The Company has the easement rights to allow for this activity. The Company does not <br />anticipate that this activity will result in the discharge of dredge or fill material that <br />would require a permit under the Clean Water Act. In addition, to the extent there is any <br />discharge, such discharge should be exempt from 404 permitting. 33 CFR Section <br />323.4(a)(3). The Company currently has a storm water permit in place with the Colorado <br />Department of Public Health and Environment for this activity. <br />Institutional Considerations <br />Entities that maybe involved are: <br />New Salida Ditch Company; financing and project management <br />Colorado Water Conservation Board (CWCB); financing and construction <br />The New Salida Ditch Company will be the lead for the financing, design and <br />construction of the project and will be entering into contracts and agreements with all <br />entities for provision of services as provided by each. <br />-3- <br />
