9.2. Credit Worthiness <br />The tax revenues available to YCWA PID pursuant to the upcoming ballot issue may be <br />used solely for the servicing the debt related to the Transaction and, as such, the <br />YCWA PID may not apply such revenues to obligations other than the loan and the <br />bonds. <br />10.0 CONCLUSIONS AND RECOMMENDATIONS <br />1. The Transaction will prevent the curtailment of 1,338 irrigation wells, 11 <br />high capacity commercial wells and all of the municipal wells for the cities <br />of Eckley, Wray and Yuma and thereby avoid devastating economic harm <br />to agriculture and related industries within Yuma County. <br />2. The North Fork Lease will assist the State of Colorado to comply with the <br />Republican River Compact and will help to maintain the viability of <br />irrigated agriculture in the Republican River Basin. The North Fork Lease <br />will also reduce the amount needed to be pumped from Compact <br />Compliance Wells for the Compact Compliance Pipeline during the 20- <br />yearterm of the lease by approximately 2,500 acre-feet per year, which <br />will reduce pumping costs and prolong the life of the regional aquifer. <br />3. The Transaction and the North Fork Lease are feasible from both <br />engineering and financial perspectives. <br />12368\1 \1204400.5 12 <br />
