North Platte Basin Roundtable Meeting, 10.21.2008 <br />Update on Kelly Elder's project for Pine Beetle Study: <br />Kent C & Carl T: The CWCB decided at the last meeting not to fiend federal agency <br />projects with state money. <br />Kent C: We met with Kelly Elder; he said that the money needs to go to Rocky <br />Mountain Research Station to keep overhead down, which is part of the USFS. Eric <br />Hecox said that a lot of CWCB money has gone to NOAA and USGS for studies similar <br />to Kelly's, and if we modify the recipient to Rocky Mountain Research Station in <br />cooperation with Colorado State Forest Service, and if Kelly attends the CWCB meeting <br />and makes a presentation to the CWCB to defend the project, Carl T and Eric Hecox will <br />support it. A lot of money would be lost with overhead if the project was funneled <br />through CSU. <br />Carl T: It's changing the moniker to the Rocky Mountain Research Station, from USFS. <br />It's going to save the state money, get the research done. Kelly Elder is to the bare bones <br />on his budget and can't afford to lose money in overhead. Worse case scenario the <br />project will have to wait until March. He can't revamp the figures without going through <br />the roundtable for approval. <br />Kent C: this came out because there was another project that wanted to use state money <br />to improve federal facilities. The CWCB was against that, and then it progressed from <br />that to all federal projects that carne through the last CWCB meeting. <br />Barb V: So the proposals that were tabled will be reconsidered at next CWCB meeting? <br />Carl T: Yes, that was an exception made for these projects, including Kelly's. <br />Barb V: will they be considered as a block [of federal projects] or on their individual <br />merits? <br />Carl T: No, individual projects will be considered. Kelly will be at the meeting to <br />answer CWCB's questions. <br />New Business: <br />Barb V: what is happening with the Leonard Rice study? <br />Kent C: we saw the flow diagrams, the draft model. I am gi oing to schedule Erin Wilson <br />to give a presentation in conjunction with the December 2"` roundtable meeting. <br />Carl T: are you going to bring up the other issue? <br />Kent C: we are going to discuss it at Monday's Water Conservancy meeting. The issue <br />is on federal depletions, the federal agencies are looking for an allocation under the 3 <br />state agreement from the N. Platte basin. The JCWCD is meeting with SPWRAP to <br />discuss this, and then we will meet with the governance committee of the 3-state, and will <br />discuss some trade-offs. Also, Bob Burr is going to be resigning from the Water <br />Conservancy District board, so we will be advertising for a replacement from the Illinois <br />drainage. <br />Discussion on the three-state agreement and depletion plans that cover the 13 year <br />agreement: <br />Kent C: we might modify the depletion plan covering the N. Platte, which will have to <br />go through the governance committee. A depletion plan for the 13 year increment is set <br />down and the only way to change it is through the governance committee. Population <br />reaching a certain level in this basin triggers it, exceeding the limit of 134,467 ac of <br />irrigated land triggers it, and new "industrial" uses that are not de minimis trigger it, they
