North Platte Basin Roundtable Meeting, 10.21.2008 2 <br />Discussion of Amendment 58: This amendment would make oil and gas pay another 321 <br />million in severance tax, and give that money to scholarships. It's going to be a pass- <br />through to the consumer, so the consumer will end up paying the tax. CWCB didn't take <br />an official position on 58. <br />John Rich: Club 20 recommended voting NO on 52. <br />Club 20 also opposed 58. <br />Discussion about pros and cons of 52 and 58. There was general agreement to approve <br />the resolution to oppose 52. <br />Update on Nolan Doesken's Evapotranspiration Project: <br />Debbie Alpe will give the update since Nolan was unable to attend the meeting. <br />Debbie A: We need to start talking about siting of the locations for the CoAgMet, one <br />possibly going on the refuge, and two others placed in haymeadow environments in north <br />park, that are representative of the environmental conditions of the park. <br />Kent C & Carl T: The best idea would be to place one in the North end and one on the <br />South end. <br />Debbie A: We will also have to recruit seven people to have atmometers and do manual <br />data collection, similar to CoCoRahs rain stations, from the 3r1 week of May to mid-Sept. <br />The data will be collected a minimum of once weekly during growing season, ideally <br />daily on at least a few of the sites. <br />Barb V: are they asking that the person owning the land the station is located on also be <br />the data collector? <br />Deb A: we might have to discuss how that will work, because it will require a <br />commitment on the part of the landowner or a volunteer. Nolan would like ideas about <br />where we want the stations located. <br />Carl T: I would be willing to put a station on a site on the North end, but I don't know if <br />I can commit to daily data gathering. <br />Deb A: we might be able to discuss a cell-phone data collection method <br />Carl T: what is time frame we need to have this decided? <br />Deb A: the stations need to be set up by next year's growing season ('09). The BLM is <br />setting up a RAWS station, and Nolan is looking to coordinate with them to maximize the <br />data we can get. <br />Kent C: There's a Meeting of the Jackson County Water Conservancy district, Monday <br />Oct 27 at LOAM. We will have other things to discuss, but Nolan might be able to stop <br />by the meeting and chat about things then. <br />John R: I would also consider putting a station on south end. <br />It was discussed and decided to start a committee to head the siting of the CoAgMet <br />stations and atmometers for Nolan's project. <br />CoAgMet location site committee: <br />Carl Trick, John Rich, Deb Alpe, Kent Crowder, Mike Allnutt
